Self-control is a very important virtue that you would expect an expert (good or pure-hearted might be a requirement also) warrior to have (hence why it seems like every DBZ villain does great until they lose their cool). Therefore it's pretty reasonable to assume that both Goku and Piccolo (at least, post-Dragon Ball Piccolo) have fine enough control over their ki to decide whether or not they wanted to destroy the moon with a given attack. Of course that opens up a whole can of worms involving SSJ... but then again the Kaio-ken is a testament to Goku's self-control.
