All you need to remember is that their population slowly decreased throughout the years and their numbers did not disappear in one instant, there are still survivors. | |

While the wikia states that they 'were wiped out' by Shinigami to maintain balance, there were still surviving Quincies after the operation. Hence, they were able to populate, although being strictly monitored. | |
