I think it should be the opposite, since Tomomi was a latent criminal, and his son Nobuchika was bullied at school. That may lead to Nobuchika's mother decision to changed his last name to her maiden name, which is Ginoza. Nice theory :) | |

It certainly isn't explained in the anime, so any explanation would have to come out of one of the side materials (e.g. the Kanshikan Tsunemori Akane manga, the Psycho-Pass 0 novelization, etc.). | |
